Job Description

This position serves as a Senior Auditor in the Office of Business Oversight (OBO) Improper Payments Remediation and Oversight Office (IPRO). Incumbent supports IPRO leadership, project direction, and provides technical expertise as part of IPRO's oversight of VA's execution of payment integrity legislation and implementation guidance from the Office of Management and Budget (OMB). Incumbent also supports IPRO's Department wide coordination and oversight of VA's Payment Oversight Program (POP).

Responsibilities
This is a non-bargaining unit position. The initial application review cut-off for this job announcement is 100 applications. The first 100 applications received will be considered first. Physical Demands: This work is principally sedentary but may require the incumbent to carry light loads or drive a motor vehicle. No special physical effort or ability is required to conduct this work. Occasional travel may be required.

Major Duties:
  • Analyzes data to determine programs subject to payment integrity requirements related to recovery audits.
  • Analyzes processes and supporting documentation to determine if programs have recovery audits.
  • Analyzes cost-benefit analyses to determine if conclusions are accurate and properly supported for conclusions that recovery audits are not cost effective.
  • Exercises both qualitative and quantitative analytical techniques to interpret complex and sometimes competing laws, regulations, and implementation guidance. Determines which requirements of legislation are applicable for which VA programs. Review work performed by Administration/Staff Office personnel to ensure it is accurate, complete and compliant with payment integrity legislation, program specific regulations, and contract requirements.
  • Develops specific objectives and devises new methods, techniques, and criteria pertaining to such matters as identifying trends and patterns, acquiring, and analyzing information and data, developing solutions, presenting findings, and examining findings for which there are no precedents.
  • Identifies universe and data needed to select samples of payments in support of accurate risk assessment results. Prepares test plans, provides financial analysis and testing of sampled payments, prepares definitive results and conclusions to provide additional quantitative information needed to assess the risk of improper and unknown payments in programs.
  • Prepares various types of verbal and written reports and briefings, such as but not limited to, briefing charts, memorandums, letters, detailed analysis resulting in talking points, white papers, or articles for the newsletters covering all major functional areas, financial and management aspects of a variety of VA programs.
  • Participates in the development and collection of critical data for high-level projects such as congressional briefings, prepares presentations for VA and other agency executives, and validates the accuracy and validity of presentation material content; may brief high-level VA and other agency executives.
  • Uses risk analysis and a high level of professional judgment to review test plans/corrective actions and ensures compliance of assigned sections of external reporting in VA OIG's determination of compliance in accordance with legislation.
  • Coordinate with Administration and Staff Office personnel on newly identified programs subject to Do Not Pay prepayment requirements and recovery audit requirements to ensure understanding of requirements, processes, and annual reporting.
  • Plan, develop, install, and evaluate pilot studies and/or test procedures and data, usually in collaboration with contractors or other interested VA offices.
  • Determine requirements of legislation and implementation guidance and provides oversight through audits of work performed by the Administrations and Staff Offices with recommendations for improvement that result in VA consistently performing the activities required by payment integrity legislation and OMB; which is used to evaluate for compliance with laws and regulations by the OIG and GAO no less than annually.
  • Oversees the preparation of required reporting on the many facets of payment integrity reporting, including reporting to OMB as well as Congressional Committees.
  • Develops templates to drive accuracy and consistency in reporting across multiple program offices.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Individual Occupational Requirements:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.;

AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as performing duties specific to implementing or overseeing requirements of the Payment Integrity Information Act of 2019. In addition, the ability to use Access and/or SQL to pull and analyze large sets of financial data is desired, but not required.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
