Program Manager (PM), Peacekeeping Training Program (U.S.-based)

 

Position Type:   Full Time (40 hrs/week)
Eligibility:     Must be U.S. citizen with SECRET or higher clearance
Location:          Flexible (U.S.-based); Open to hybrid or fully remote format
Start Date:      TBD (Expected Fall 2024)
Duration:          Minimum 1 year with options of up to 3 additional years
Salary:              $100-130K/year + benefits and potential for bonuses

About the Positions:  

We are seeking a highly motivated professional to join our team leading and implementing our dynamic and growing portfolio related to peacekeeping training and the Global Peace Operations Initiative (GPOI). The primary focus of this position is an anticipated State Department-funded GPOI program to train UN and African Union (AU) peacekeeping forces in Togo, West Africa. This is a key personnel leadership position for this program, with excellent opportunities for career advancement in Motive beyond the Togo-based program. 

 Key Tasks & Responsibilities: 

  • Serve as U.S.-based manager of all people, deliverables, schedules, and resourcing elements of a peacekeeping training program taking place in Togo, West Africa.
  • Develop, manage, revise, and ensure quality of peacekeeping training course programs of instruction (POI) and courseware based on available UN, African Union (AU), NATO, U.S., and other doctrine, training material, and consultations with training audience. (Note: In some cases, training materials may already exist/be provided, though the PM must be prepared to develop or adapt original content and locally tailored practical exercises for some modules.)
  • Ensure routine communications with the CO, COR, and Program Office during all phases of the contract’s life cycle, including the timely, substantive, and error-free submission of all required written performance deliverables, attendance at all scheduled meetings, and timely responses to requests.
  • Mobilize and de-mobilize all personnel, to include recruitment, on-boarding, and compliance with all pre-travel (e.g., vaccinations and visas) and post-travel requirements.
  • Plan and supervise travel for personnel and equipment shipments needed to support training in Togo.

Required Qualifications & Skills: 

  • U.S. citizen with SECRET clearance or above.
  • Bachelor’s Degree or higher in a relevant discipline.
  • Minimum of ten (10) years of demonstrated experience conducting foreign security force (military or police) capacity building at the tactical and/or operational level and below.
  • Relevant military operations or foreign security force (police or military) capacity-building experience or program management experience in the last five (5) years.
  • Minimum of five (5) years of increasing responsibility as a program or project manager or a team leader in the field of security force capacity building or in a directly related area.
  • Directly related experience with standard contract, financial, and management practices and procedures within the field of overseas programming.
  • Training or operational experience (military or civilian) in Sub-Saharan Africa.
  • (Preferred) Experience working with peacekeeping or other security assistance capacity building programs.
  • (Preferred) Program Management Institute (PMI) certification as a Program/Project
